Clarence Williams, California Capital
Clarence Williams serves as Director of Strategic Initiatives for California Capital Financial Development Corporation, and is a longstanding board member of CRC. Prior to his current position, Mr. Williams led the organization as President/CEO, successfully executing California Capital’s strategic vision and goals. Mr. Williams is a respected thought leader in the field of economic development and development finance, which resulted in the corporation’s small business capacity building and access to capital programs. Since 2002, as a result of his leadership, and the impact California Capital programs have on low and moderate income communities, California Capital has held the distinction of being certified as a Community Development Financial Institution (CDFI) and a Community Development Entity (CDE) by the U.S. Department of Treasury; and the California Department of Insurance-California Organized Investment Network (COIN).
California Capital’s products and services include the administration of the State of California Small Business Loan Guarantee Program, and direct loan programs, which include a microenterprise loan programs, and the RUST Program for the repair and removal of underground storage tanks. As further evidence of his success in the field of economic development and development finance, California Capital is designated as an SBA Women’s Business Center, and Defense Logistics Agency Procurement Technical Assistance Program. The organization currently serves 23 counties from San Joaquin, north to the Oregon border and along the Pacific coast, east to the Nevada border.
Mr. Williams has always been a champion for providing capacity building programs that include small business technical assistance and training programs, multiple microenterprise loan programs, youth and adult financial education, bilingual business education for ethnic and immigrant communities, and technical assistance.
Housing 4 Sacramento is a coalition of labor, and housing, and community groups who worked together to see for the enactment of the Sacramento Tenant Protection and Relief Act by the Sacramento City Council in August, 2019. These are the first tenant protections of their kind in any Sacramento Valley community. Housing 4 Sacramento celebrated adoption of these critical protections as the first step in a comprehensive strategy to ensure more affordable homes are built while existing renters are protected. The Act caps rent increases at six percent plus a Consumer Price Index annual increase, gives just cause eviction protections to renters who have lived in their homes for more than a year, and creates a mechanism to enforce the Act and a rental registry to track rental housing affordability and conditions quality across the city.
Housing 4 Sacramento is working to:
- Create and Protect economically fair, and universally accessible housing options for all of Sacramento’s renters, free from discrimination, harassment and uncertainty;
- Build a powerful community coalition to raise awareness of renters’ rights and options and to leverage the power of many to advocate for better, more stable housing opportunities;
- Transform the rental experience into a fair and equitable process that reflects the values of our community and empowers all families to secure safe, dignified and stable living conditions.
